NSW Pattern book - missing middle

The NSW Government introduced the Pattern Book as part of a broader push to increase housing supply across the state. The idea is straightforward - a library of pre-designed, architect-drawn housing types that comply with planning controls from the outset, available for builders and developers to use without starting the design process from scratch.


The housing types covered include terraces, manor homes, and dual occupancies - exactly the missing middle typologies that established suburbs need more of. Each design has been assessed against the relevant planning controls, which means projects using Pattern Book designs can access a streamlined approval pathway similar to the CDC process rather than going through a full DA.


The intent is to make good medium-density housing easier and faster to deliver - removing some of the design and approval friction that has historically slowed infill development. In theory, it lowers the barrier to entry for smaller developers and builders who might not have the resources to run a full design and DA process on every project.


In practice, the Pattern Book is a useful reference point rather than a complete solution. Sites vary, constraints vary, and a pre-designed housing type will rarely fit a specific block without some level of adaptation. The value is less in using the designs verbatim and more in what they signal - that planning frameworks are moving toward supporting well-designed medium density housing, and that the approval pathways to deliver it are becoming more accessible.


For anyone working in the NSW residential development space, understanding how the Pattern Book fits into the broader planning picture is worth the time. It won't suit every project, but knowing when and how to use it is part of working the system intelligently.
